The Maui Department of Public Works will undergo a change in leadership as Director Rowena Dagdag-Andaya resigns and takes on a new position with the Office on Aging. His position will be filled with the appointment of Jordan Molina as manager and Gary Ambrose as assistant manager.

“I was recently offered the position in the Department of Housing and Human Affairs, as County Director for the Office on Aging. After carefully considering the opportunities presented by this position and reflecting on recent personal events in my life, including the death of my father, I have accepted this offer,” said Dagdag-Andaya.

“The opportunities this position provides allows me to focus on my ability to provide services and improve the quality of life for kupuna and people with disabilities in our community, while focusing on the needs of my family,” said she declared.

The announcement was made during Mayor Michael Victorino’s press briefing on Friday.

“I have truly been honored to serve Maui County as Director of Public Works for the past three years and as Deputy Department Director for nine years,” Dagdag-Andaya said.

“One of the highlights of my career has been being able to coordinate with others in advancing infrastructure projects that promote multimodal transportation and safer streets. This culminated in one of my greatest accomplishments – the construction of the Kamehameha Avenue/Maui Lani Parkway roundabout,” she said. “I remember all the collective effort and hard work put into moving this project forward by public works staff, county agencies and community members.”

In 2010, Dagdag-Andaya was appointed by the Arakawa administration as Deputy Director of the Public Works Department under David Goode; and in April 2019 she was appointed director, replacing David Goode, who retired.

Acting Director Jordan Molina was chosen to lead the Department of Public Works. He came to the department in September 2019 when he was appointed Deputy Director under Dagdag-Andaya.

Molina earned a Bachelor of Science in Environmental Engineering from Oregon State University in June 2010, and he graduated in 2005 from Kamehameha Kapālama Schools. His skills include managing civil engineering projects both as a contractor and as a utility operator.

When he was named deputy, the administration touted his knowledge of procurement laws and the county’s legislative process; as well as his familiarity with county permits, planning, budgeting and the public review process.

From March 2018 until his appointment to Maui County, Molina served as a project engineer with TJ Gomes Trucking Co. There he oversaw the construction of civil engineering projects, including preparing cost estimates for calls bidding and management of construction contracts. From January 2016 to February 2018, he served as Civil Engineer III with the Maui County Department of Water Supply. From December 2013 to December 2015, he was a legislative analyst in the Office of Counsel Services.

Maui Mayor Michael Victorino also announced the appointment of Gary Ambrose as Deputy Director of Public Works. Ambrose will step down from his role as district supervisor in the highways division, where he worked for 28 years.

WHEELING – City officials are preparing to continue a steady rotation of water tank painting projects in Wheeling, despite rising costs for the work.

This week, the Wheeling City Council is due to meet at noon on Tuesday, when several new bills will be tabled. Among the items set to be introduced for a first reading this week is an order authorizing City Manager Robert Herron to spend $495,840 with Worldwide Industries of Butler, Pa., to repaint two city water tanks — one on the hill off Springdale Avenue and another off GC&P Road at Washington Farms.

Although city leaders noted that the offer of nearly half a million dollars for two tanks was high, Worldwide Industries’ offer was significantly lower than other bids received for the project. By comparison, John B. Conomos Inc. bid $881,855 for the work, while Almega Co. Inc. bid $1,014,635 for the same job.

“Prices have skyrocketed,” Wheeling Public Works Manager Rusty Jebbia said. “The offers also surprised us. Costs have increased. »

Between ongoing supply chain issues and rising inflation, the rising cost of construction materials continued to affect overall labor costs and project prices in both the public and private sectors across the country. over the past year, according to data from the Associated General Contractors of America.

However, Wheeling’s next two water tank painting projects are significant. Jebbia noted that the Springdale tank is a massive 800,000 gallon monster, while the Washington Farms tank has a capacity of 50,000 gallons.

In total, the city maintains 19 water reservoirs. Most are within the city limits, but the city’s water department provides service to communities outside the city and as far away as Pennsylvania. The Washington Farms Reservoir, for example, is located outside the city limits.

Jebbia said the city has a regular rotation for tank painting, and the scope of work often depends on the condition of individual tanks. The Springdale and Washington Farm tanks should be sandblasted and repainted inside and out, Jebbia noted.

“We try to paint the tanks once every 20 years, and we try to do a project every year or so when we can,” Jebbia said.

“The frequency depends on the tank itself, and also on the tank, sometimes it’s inside and outside,” Herron added. “The city maintains a tank painting fund in which each year funds are set aside for our tanks.”

According to the ordinance, the project will be billed to the City Water Department’s Reservoir Rehabilitation Fund.

The Wheeling City Council will meet at the City-County Building. In other actions set to come before the council this week, officials are to hear early readings on:

– an order to spend $18,200 with Lithko Restoration Technologies of Monroe, Ohio, for additional shoring at 10th Street to be charged to the Project Fund.

– an order to spend $22,598 with Fire Force Inc. of Pittsburgh for firefighting equipment to be charged to the Firefighting Equipment Fund.

– A resolution accepting the terms and conditions of the West Virginia Department of Transportation Highways Division Agreement for the Wheeling Robrecht Waterfront Park Design for Pedestrian and Trail Facilities. The agreement requires matching funds from the City of Wheeling sponsor in the amount of $48,173 to be charged to the Project Fund.

JThis week I have decided to reprint an article first published on June 27, 2014, following Governor Kayode Fayemi’s shock election defeat to Governor Peter Ayodele Fayose in the 2014 Ekiti guber race, as it reflects the topic that has bothered me these days – the place of belly politics, otherwise known as “stomach infrastructure”, in the choice of our leaders. The most amusing thing about Nigerian analysts, the outspoken observers of our political evolution into a pseudo-democratic nation, is our shared hypocrisy in reacting to the results of foreseeable public problems. This can be seen, most recently, in our responses to the outcome of Ekiti’s gubernatorial election. In this preparation for the next presidential election, I have personally gone from an intransigent idealist to an unequivocal realist. You will recall that I even wrote, frustrated, in my Friday column at one point to congratulate Goodluck Jonathan as President-Elect for 2015 – a year in advance!

But I forgive the masses. Our politicians undermine the conditions of their uneducated and hungry supporters, educated and unemployed supporters, poor and hopeless supporters, enterprising and economically unhappy supporters and even the sick and destitute, as well as illiterate and financially handicapped dropouts who, in turn, must rely on the policies of those same politicians. There is something wrong, something incestuous and sad in there, it is what Achille Mbembe called “the politics of death”.

Today’s politicians would not have been blamed if their understanding of populism had not been limited to the distribution of foodstuffs while chunks of their budgets were invested in their private enterprises. We inherited a structurally flawed system with a particular class unjustly subjugated and taken for granted by the political establishment. Members of this class are the compatriots whose only dividends from democracy are the “gifts” they receive from politicians in exchange for their votes each election year. They exchange this great abstract value for a much lesser but real value, a bag of rice for example, because they are hungry and a hungry man is an irrational man. And politicians in turn, elected to redeem the welfare of the masses, deliberately avoid doing so simply to keep them dependent and asking for handouts. This is our current step. Dear compatriots, dear masses, the truth is that these “gifts” offered to you were paid for with your own public funds or are otherwise the product of an abandoned or inflated community contract. It’s your loss when a politician who tries to match the value of your vote with an equal value in the infrastructure is shown the way out. The “stomach infrastructure” only lasts for the time of the next trip to the toilet. And imagine how many trips to the bathroom you poor ignorant masses will experience in contrast to the FOUR years of looting your vote gives the politician. Understand this and see how blinded you are!

So, what future for APC? APC, to some it’s ‘old wine in a new bottle’, but being the first time the opposition has emerged with the strength to put the government in place on its toes, I am, as a citizen unimpressed by the status quo, ready to settle for another form of bottle compared to the old one which is no longer practical to carry! This is the height of my realism as a citizen in search of “open air”. I think it’s time for the opposition, for whom I have sympathy, to do politics beyond unachievable idealism. The APC needs, for the upcoming election, a credible presidential candidate on the street, identifiable by the masses: a Buhari or an Atiku or any member with their influence. These are brands that do not need to be reintroduced to the masses, being Head of State and Vice President respectively. As for the personality of these two, I have my opinions, favorable and detrimental in some respects. But I strongly believe that with a well-built party structure, especially at the grassroots, they can be renamed and managed for the greater good of Nigeria. Our political immaturity is so pronounced that if a visionary Fashola emerges as the APC presidential candidate today, with his utterly modern ideology, and opposes a robust, pocket-pocketed and destructive, Fashola will lose in a free – and (UN) fairly induced – election. It’s that simple, that brutal.

There is, however, another problem: many of our political analysts see alignment and sympathy for a political cause as compromising, because they confuse neutrality with objectivity. It’s absolute self-deception to say you’re neutral in choosing which side to promote between oppressed and oppressor, especially when the oppressive incumbent has let the people down, is insensitive to apolitical activism and deaf to the demands of a progressive society. So to say that I am neutral in my political choices means that I have no sense of perception, knowing that this crucial decision determines my well-being as a citizen. Objectivity, for me, is the ability and the wisdom to criticize one’s own when they are wrong and others when they oppress him and his family.

Also, in their analyzes of Third World democracy, our authors have shown an absolute ignorance of practicable political idealism. This is why, since they condemn Bola Tinubu as a “thief and nothing but a thief”, they cannot name an alternative capable of ousting the opposition forces led by the GEJ. As they promote impractical idealism in their quest for spotless political saints, they should be ready to be “governed” by the YEG again from 2015 onwards. It’s as simple as that.

We, the would-be urban middle class activist lobby, have no choice but a ploy to get existing members of the establishment to serve us – to compete to give us the best, the best deal , for our votes. We must join together to remind them that unless the development of rural communities and the well-being of the urban masses are given the same attention as the construction of bridges and the installation of streetlights in our cities, only money and of course “rice”, not promises, can get you to vote. of this manipulated class, largely based in villages only remembered in election years.

That’s why we have to get rid of our butts. And the price of victory, whether by the PDP or APC establishment, will not, must not, be mere sacks of rice. We must demand bridges and free zones, specialized hospitals and quality education. I am a political realist, I will be bribed but I will only be bribed with something concrete, like roads, hospitals and electricity, not sacks of rice and Maggi. And this is a message to the political elite, the Establishment-Gimba Kakanda will be at the forefront of a new bloc with new demands. If you want my vote and the vote of my bloc, come and negotiate, we speak the language of public works and economic infrastructure. This is a look back at my political education over the past few months. And political literacy is not acquired in the classroom, it is acquired in our ability to strip ourselves of polarizing feelings by making political choices.

We need to stop thinking that ‘Third World’ politics is about writing ‘deep’ articles, composing tweets and writing deep Facebook posts and yelling at ourselves about how things should be run from our air-conditioned rooms and offices. As long as we just shout and write about failing governments without struggling to infiltrate the ranks of the “laboratory politicians” whose incompetence is causing this unrest, we are complicit in the downfall of this nation. I check. I take a stand. May God save us from ourselves!

International Container Terminal Services Inc. (ICTSI) has strengthened yard and dock operations at the Cavite Gateway Terminal (CGT) in Tanza, Cavite to support the country’s supply chain and economic recovery.

Christian Gonzalez, Executive Vice President of ICTSI, said, “As the country begins to reopen its economy, we will continue to support importers and exporters not only with improvements in our operated terminals, but also with practical solutions. and alternatives for them.

ICTSI deployed additional inland container handling equipment as well as barge equipment contracted directly to CGT. Covering an area of ​​6 hectares, the CGT can handle 115,000 TEUs annually.

Students from Wheatland Center School have once again done well in the Future City competition.

A team of Wheatland students made the top 5 in the Future City Competition for third
year out of the last four. On Saturday, January 15, 2022, three teams from Wheatland Center
The school participated in STEMForward’s regional Future City competition in Wisconsin. the
Future City Competition is a rigorous project using engineering concepts throughout 5
deliverables. Students participate as a team, guided by an educator and a STEM volunteer
mentor. Teams spend around four months creating cities that could exist at least 100
years in the future. Every city must incorporate a solution to a changing design challenge
every year. Wheatland teams began in September using the engineering design process and
Project management cycle to write an essay, create a Google Slide presentation on
different aspects of their city, make a project plan, create a scale model of their future city,
and create a video presentation. The students then met virtually with a panel of expert judges from
various engineering disciplines for a Q&A session about their city.

The theme of this year’s challenge was creating a waste-free city using the principles of a
Circular economy. Students had to think about how to design waste and pollution, how to keep
products and materials used, and regenerate natural systems in their waste-free cities. Teams
used ideas such as recycling plastic into insulation and bricks for homes, using glass cullet to
landscaping and sand trapping of golf courses, and the creation of biomass energy facilities to supply
waste energy to power their cities. Grade 8 student Abby daSilva said: “The city of the future has
helped me gain a lot of knowledge about how cities work and about different engineering techniques
the fields. Being able to plan a big project and see my ideas come to life has been invaluable.

excited to go to the Future City contest in person, but a week before the event there was a

Wheatland’s City of Apples placed 4th overall in this year’s competition as well as
receive two additional special prizes. The team received the “Exemplary Model” from the
American Society of Civil Engineers and “Best Project Planning” from PMI (Project

The inspection was carried out using a combination of satellite imagery and a physical census, following orders issued by the Delhi High Court on October 11 last year asking the department of Forests and Wildlife to take action within six weeks.

The inspection report revealed that the South Delhi Municipal Corporation (SDMC) and the Public Works Department (PWD) were the landowners and maintenance agencies responsible for the areas from which the trees had disappeared.

While the Forest Department recommended in its inspection report a fine of 1 lakh per tree for SDMC and PWD for each tree that has gone missing or been cut down illegally in their jurisdiction, besides being obliged to plant 10 saplings for each tree, the Delhi High Court will make a final decision on the matter January 19.

Amit Anand, the deputy conservator of forests (south), who was part of the inspection process, said the plot sheets for the 2012 and 2019 censuses were acquired from the NGO Compassionate Living, which was involved in the the initial count, in accordance with court orders. According to the 2012 census, the Sarvodaya enclave had 787 trees, with this figure falling to 731 trees in 2019, despite the planting of 21 new trees. The report says that at a hearing on December 30, the PWD officer appearing for the department was “completely unaware” of the missing trees and was given 15 days to submit a list of all civil works carried out in areas where trees have disappeared. Failure to do so, the Delhi high court said, will result in a fine of 1 lakh per tree, plus instructions for planting 10 trees for each one missing.

The Delhi High Court will hold a final hearing in the case on January 19.

Similarly for the SDMC, a submission made to the Department of Forestry and Wildlife said that between 2011 and 2019, the civic agency received 28 calls about trees hit or fallen due to rain. Of these, three have been marked as “dangerous” trees. The Forest Department said in its report that no permission was sought to cut down the three dangerous trees, which is another violation of Delhi’s Tree Preservation Act 1994.

The inspection report indicates that the civic body also does not know the current condition of these trees.

During this period, the SDMC also received 13 letters requesting permission to cut or prune trees, but the report says the southern company has not yet provided details on the condition of the trees. A similar fine of 1 lakh per tree has been recommended.

Bhavreen Kandhari, an environmental activist, who filed the initial complaint to the Forest and Wildlife Department in December 2020 and a subsequent complaint to the Delhi High Court, says the 143 missing trees is a figure linked to a single neighborhood of Delhi, with problems occurring across the city. “Trees are disappearing and it is only when public citizens take action and carry out a census on their own that we discover the problem. It also shows how satellite imagery can be used to uncover missing trees,” says Kandhari.

Padmavati Dwivedi, an activist who conducted the original 2012 and 2019 tree counts in the neighborhood, said even more trees may have been lost in the years after the second count.

VIENNA – Civil & Environmental Consultants presented a master plan for parks, and Burgess & Niple presented an overview of infrastructure at Vienna’s city council meeting on Thursday.

Jim Christie, director of Civil & Environmental Consultants, presented a digital project flipbook that explained the changes Vienna citizens have suggested or requested overtime be implemented in city parks. “We have made several trips here, we have a lot of interaction with the public”, he said. “We’re looking at it with this new vision, but we’re listening to everything we change.”

He said the company is focused on McDonough Wildlife Refuge, Jackson Memorial Park, Spencer Park, Spencer’s Landing and the 12th Street property. Christie said Spencer’s Landing offered incredible opportunities. Craig Richards, Director of Engineering Services at Burgess & Niple, gave a presentation on the five-year plan for Vienna and the water, sewer and pond projects being considered.

Richards said the major sewer projects are Mains Rehabilitation and Replacement, 11th Avenue Sewer Replacement, Woodland Heights Sewer Replacement, 12th Street Sewer Replacement and the Mainline to Parkersburg. for an estimated total construction cost of $7.93 million. He said the major water projects are Wells 9 and 10, Small Diameter Replacements, Major Reinforcements and the 20th Street Booster Station at an estimated total construction cost of $3.15 million. He said the main pond projects were Pond Run, Glenbrook Pond and Greenmont Ponds with an estimated total construction cost of $960,000.

Craig Metz, Director of Public Works, said they had been working on this study for about 15 years.

Council Member Tom Azinger asked what the rough estimate would be to complete all of the listed projects. Metz said it all on the “drawing-board,” and the five-year plan would cost $15 million or more.

Mayor Randall Rapp said the city is exploring grants, bonds and rate increases to see what’s the best option for receiving or borrowing funds for the projects.
