NOTICE OF ELECTION Public Notice is hereby given pursuant to law and Board of Commissioners Resolution No. 2022-01 for the Clarkia Better Roads Highway District, Shoshone County, Idaho (“the District”), that an election for an increase in the District Tax Levy will be held on Tuesday, May 19, 2022, by mail-in ballot, on whether the District Board of Commissioners shall be authorized and empowered to temporarily increase the District Tax Levy in the amount of $91,994.30, per year, for a period of two (2) years, beginning with the 2022 taxation year, for the purpose of providing sufficient funds for the operations of the district and for the construction and maintenance of its roads and bridges. Kingston The following information is required by Idaho Code § 34-913, as amended: The Draft to be funded, in whole or in part, by the sale of the proposed sewer revenue bonds in an aggregate principal amount not to exceed $6,200,000, is the acquisition, construction and installation of real estate and certain additions and improvements to the district’s sewer system, including treatment and landspreading systems. The date for the district’s special election is May 17, 2022. The district’s total existing bond debt, including accrued interest, is $583,860. The expected interest rate on the proposed sewer revenue bonds, depending on available financing options, is 3.50% per annum. The total amount to be repaid over a period of forty years, principal and interest, according to the interest rate provided, is estimated at $11,613,165.95, or $6,200,000 in principal and $5,413,165.95 in interest. . The Bonds are revenue bonds and no property taxes will be levied to redeem the Bonds. Only persons who, at the time of the special election, are registered as qualified electors can vote in the election. The Kootenai and Shoshone county clerks will be the clerk(s) for the special election and will conduct voter registration in accordance with Idaho Code § 34-1402. If at the election a majority of the qualified voters of the District vote in favor of the issuance of the Bonds for the purposes set forth in Resolution No. 2022-01, the District Sewer Revenue Bonds shall be issued to said purposes. . The bonds will mature over a period not exceeding forty (40) years and will bear interest at a rate or rates to be prescribed by the resolution authorizing the issuance of the bonds. Principal and interest on the Bonds shall be payable solely out of revenue derived from tariffs and user charges and services rendered by the District’s sewage system, as more particularly set forth in a forthcoming resolution or resolutions voted upon. and adopted by the Board of Directors.
