Care first, prisons last. Modular construction paves the way for sanity.

This project includes many firsts: one of the first restorative care villages to be built by Los Angeles County; one of the biggest modular projects of Southern California nowadays; the county’s first public modular project to achieve LEED Gold; led by two female Abbott project managers; with 132 prefabricated crane units, with a herculean total of 1,765 inspections.

Working on an aging and active hospital campus during the first wave of COVID-19 was difficult. “We had to divide and conquer”, says the project manager Therese Fact, who led residential construction. “Of all the projects I’ve worked on, this one was the best example of teamwork.”

The project was fully completed within budget and 10 days ahead of schedule. Best of all, several buildings were delivered weeks ahead of schedule, helping the county get a head start on service delivery.

“The housing crisis in Los Angeles is an issue close to my heart,” says Project Manager Jen Sliwa, also a volunteer for Union Station Homelessness Services. Sliwa led the construction of the village’s emergency care and welfare buildings. “I’m honored to feel like I was part of the solution in a meaningful way.”
